In Morocco handled the conversion of Reconnaissance Licenses to full Exploration Permits. Made the first approach to Senegal for negotiations covering the Dakar Offshore Profond License and maintained close contact with the authorities through a change of Government. In Equatorial Guinea assisted in the application and work program negotiations for Corisco Deep Block K and subsequently worked to support the resolution of the Equatorial Guinea - Gabon offshore territorial boundary

Introduced independent exploration companies to Colombia, Tunisia and UK and participated in successful negotiations for acreage in all three countries

Negotiations with partners and potential partners resulted in the formation of several industry groupings, including:

The Vanco Gabon Group, a five company group formed in 1998 for deepwater exploration in Gabon. Assisted in obtaining Government Approvals and successfully handed over operations to Total
